一、做好信访举报工作的重要性

信访举报是党和政府密切联系群众的窗口,是群众监督党政机关及其工作人员的重要途径。认真处理群众投诉举报是深入反腐倡廉斗争的重要方面,是保护群众举报积极性的重要举措,是充分发挥纪检监察作用的重要内容和监察机关的纪律执行和监察工作。各级纪检监察机关要从反腐倡廉斗争的需要出发,从取信于民、加强党民联系的角度出发,从维护稳定大局出发,团结社会稳定,进一步加强信访举报工作,认真查处群众性信访。对群众反映的各种违纪、不正之风,要及时纠正反映的问题,为廉政建设和反腐倡廉工作作出应有的贡献。

二、受理信访举报范围

(一)检举、控告党组织、党员和行政监察对象违反党纪政纪;

(二)纪检监察机关依法应当受理的党组织、党员和行政监察对象不予受理党纪政纪等投诉;

(三)致关于党风廉政建设和纪检监察的意见和建议。

纪检监察机关不受理下列申诉:

(一)权限范围外的问题不予受理。已受理;

(二)上级以外的申诉不予受理的,应上报下级纪检监察机构,或者下级纪检监察机构不超过限期,上级纪检监察机关不予受理。

(三)不受理法律相关事宜。

三、处理信访举报的基本流程

信访投诉受理后,主要程序如下:

四、举报人和控告人的权利和义务

《信访条例》、《中国共产党纪检监察机关信访申诉条例》、《监察机关举报工作办法》、《检举举报人保护规定》等规章制度,对举报人和控告人的权利和义务作出了具体规定。

举报人、控告人享有以下权利: 党员、党组织和行政监督 对违法违纪行为,有权提出检举控告;举报、控告、申诉后,在一定期限内得不到答复的,有权向受理机构提出质询,要求作出负责任的答复;有权要求、举报与案件有关联或牵连的承办人,控告或上诉撤诉;有权对承办单位和承办单位失职等违纪行为进行检举或起诉;因举报、控告、申诉等原因,其合法权利受到威胁或侵犯,向受理机关请求保护的权利。

六、为什么鼓励实名举报?实名制案件如何处理?

八、上访者不按秩序、合法的方式反映问题如何处理?

《信访条例》明确规定:

第十八条 信访人以来访方式提交信访事项的,应当向机关设立或者指定的接待场所提交。

纪委投诉举报工作制度

为进一步规范学校信访举报工作,确保信访工作制度化、规范化、科学化,根据《中华人民共和国信访条例》、《中国共产党纪律检查机关 根据《信访工作条例》、监察部《监察机关举报工作办法》等有关规定,制定本制度。本制度所称的纪检监察信访,是指学校教师、学生、职工或者其他人员和组织通过信函、网络、传真、电话等方式进行的信访。以走访等形式向学校纪检监察部门举报、控告,以及校内党员和监察对象的投诉。

一、请愿范围

(一)本系统所称纪检监察信访,是指学校教师、学生、职工或其他人员、组织通过信函向学校纪检监察部门提出的检举控告,网络、传真、电话、走访等,以及学校内部党员、监督对象的投诉。

(二)纪委信访主要来源为:上级纪委转交的文件、市纪委纪委纪检组转交的文件。市教体委、校领导转交的文件、纪委自收等文件。

二、信访登记

(一)收到信后,必须及时打开信封,仔细仔细阅读信函,并保存完整的信封、信笺抬头、邮票、邮戳以及物品的原件或原始记录附在信上。对于紧急和重要的信件,一定要立即向领导汇报,并及时处理。

三、提交审核的投诉

(一)学校纪检监察所辖党员干部的所有信访,以及反映党组织所辖党员干部重大问题的信访,应填写信访材料标签,交校纪委书记阅览,并报校党政主要领导。

(二)学校领导班子定期听取信访举报工作汇报,认真接待群众来访,及时审核信访举报,对于重要的集体信访,必须亲自接待并组织协调有关部门严肃处理,负责或参加信访工作,负责或指导疑难信访案件的查处工作。

四、信访处理

五、回信来访

信访函查处后,自行实名信访,经券商稽查部门负责人同意信访转给违法单位处理,报纪委书记批准回复可采用信函、电话、口头、通知、电子邮件等多种形式,回复时限为7个工作日。对来信或来访的答复应做好记录。回复应通过挂号邮件发送。

六、完成信访
